I can’t tell what it is from the photos. It’s either a Fishing Spider or Wolf Spider. From the pointy shape of the abdomen and the cellar location it is most likely a Fishing Spider, such as Dolomedes scriptus. They eat much more than fish, but tend to live near moisture sources. There is no harm in having them hunt in your cellar. Neither Wolf nor Fishing Spiders are agressive.
