Hi. this one is a fishing spider, Dolomedes tenebrosus species. Dark fishing spider.
They are not medically significant at all. Awful quick when spooked makes them hard to catch by hand.

Yes, they can run across water and can dive under to catch small aquatic life and avoid predators.
