I have no idea what this is. It was a little bigger than a quarter and was on a wooden fence .

This is an impressive White-banded Fishing Spider, Dolomedes albineus. They live on trees mostly. Their markings resemble lichens on tree bark. A purpose of the hairiness is buoyancy. When they dive under the surface of water air bubbles form on the hairs. The bubbles help lift them back up and help the spiders remain on the surface of the water.
