I believe they are from the argiope family, but I'd like to know more specifically what kind they are and whether the smaller one is the baby or the male

Yes, Argiope is the genus. The family group name is Araneidae. The smaller spider is most definitely the male. Do you have a photo of the dorsal (top) side? Pretty dang sure this is Argiope argentata. We get this same species in the United States! Beautiful, beneficial, not dangerous.
