The spider appears to be a Furrow Orb-weaver. The Furrow Orb-weaver is a noctural spider only appearing during dusk and throughout the night. Webs are usually seen near an area containing moisture, such as shrubs or a corners of a garage door where I have seen one personally. Each night this spider typically weaves a new web as the previous web gets consumed. Venomous, however, the venom is used to paralyze prey. Venom to humans, I would estimate the effect or relate a possible bite (would really have to provoke the spider) to that of a bee sting.
I don’t know much, don’t think it’s a recluse. Never seen one that fancy though. Curious about it.
