Hi welcome to Spider ID. 🙂 This looks like a Banded Garden Spider, Argiope trifasciata. Like most spiders they have venom but are unlikely to bite except in self defense and are not considered to be of medical significance to people. Everyone’s immune system is different though. They help keep the insect population in check. They are an introduced species to the area native to the Americas.
