It is on my patio fence, northern California, close to a creek and about a mile away from the bay. Does not seem aggressive.

This looks like a member of Genus Steatoda, the False Widows. It’s hard to say which species because markings are highly variable, but based on what has been sighted in your area, I’d guess Steatoda grossa, the False Black Widow.
