She looks like Araneus diadematus, a Cross Orbweaver. I suspect that spiders like to eat dead bugs and other roadkill off of tires. The females otherwise wouldn’t be so social. They might sleep in the wheel well or under the hub cap. Are the modern things on tires still called hub caps? My husband and I just realized that we don’t know when round hub caps ended and what to call what we have now….
