I only got it from this angle, unfortunately. I thought it looked like a black widow in the sunlight, but the pictures show the brown stripes and white spots underneath along with the black and red.
Aside from any markings, the body shape and hairy legs are definitely wrong for a widow. I was actually leaning toward an orb-weaver, for which identification would probably require a good dorsal view. The body shape and markings remind me of Genus Leucauge, but the colors are wrong.
What kind of web did you find this in? Did it have a circular pattern, or was it a confusion of straight lines every which way?
I didn’t get a good view of the web, but I suspect it was a work in progress. The web was between the bushes over the walkway from the house to the sidewalk. I had just been there an hour before, so it was brand new. I should have taken a picture with the flash on to see the web details.
