This looks like Dolomedes scriptus, a Striped Fishing Spider. I can’t tell if she is hunting an insect infestation that has webbing around it or if she has built a nursery web for her hatchlings. When they’re old enough they will be close to water to start their fishing and hunting. The ones I watched develop washed down to a brook from a stone embankment in a rain storm.
