It was safety orange and about one inch in size. It was located just outside of my home in the sidewalk. I initially thought it was a crab spider or an orb weaver, but I don’t think so after looking into it.

You’re right, this is very likely a Cross Orb-Weaver. It looks like she’s reached the end of her life-cycle.
Maybe Araneus gemma, she has angulate projections. They’re not as angulate as they were in her youth, but she’s done with all that.
