I thought red widow but legs are too short and the butt isnt spec'd with black.

The biggest indicator of this spider’s identity is its web. Widow spiders are in Family Theridiidae, the Cobweavers. They weave tangled, messy, haphazard webs. This web, with its neat, concentric lines, is an orb web. All orb-weavers are harmless.
As to species, I might guess Eriophora ravilla, the Tropical Orb-weaver, based on your location and this spider’s fuzziness. There’s a ton of variation of markings and color within the species, ranging from heavily marked to no markings, background ranging from tan to brown to red. You seem to have found a very red individual.
