I have no idea about this. That is the reason I came to this site, to see if someone could identify this.
S-Peru, on the border with Chile, at the tip of the most arid place on earth, the Atacama desert.

It definitely belongs to Genus Argiope. Argiopes are also known as Garden Spiders, Writing Spiders, or Signature Spiders. However, its web seems to lack the characteristic X-shaped stabilimenta that Argiopes are famous for. Argiopes are found in temperate and tropical climates all over the world, but only six species have been recorded in South America. Of those, there are two I was completely unable to find images of.
