I think it is a Yellow Garden Spider (Argiope aurantia).

Definitely a Golden orb weaver. Hairy legs and markings are a dead giveaway. They’re also becoming more common in Cape Town and are huge when full grown. Usually found outdoors although my sister found one in her house recently. They’re not venomous and generally not aggressive either.
