Yes, it looks like an Atlantic Purse-web Spider, Sphodros atlanticus.
I came across this spider along a utility easement at Falls of the Nuese Lake in Raleigh, NC on July 8, 2018 at 8:10 a.m. This spider poses a defensive stand by rearing on this rear two legs and displaying its fangs and raising its front six legs. The underside of the abdomen pale spots.
Wow, pretty sure I found the same spider up here in WI. I’ve looked through this website on occasion and never spotted anything that resembled your spider, but here we are. Seconds after my upload.
