Greetings from Nashua, NH! I think this is Tetragnatha viridis, a Long-jawed Orbweaver. https://bugguide.net/node/view/38826 It might be a young male, it’s out seeking a mate quite early in the year. Maybe the day’s warm weather led him to come out in Winter instead of Spring.
It reached 43degrees F in Portsmouth Feb 3. It was 47F here, to the south.
