The spider is hiding it’s fangs in the picture- they appeared to be at least 5mm long.

Argiope aurantia, a Black and Yellow Garden Spider. This could be a male and what you saw were his appendages called pedipalps. They are multipurpose body parts. They’re mostly used by males in reproduction. Both genders use them as sensory organs
