This looks like a form of Nursery Web that protects hatchlings. Please post a photo of the adult spider as a new submission if you can take one. Photos of the top of the spider are the most useful. Are young spiders in the web?
There was not any young spiders in the web that I could see. But the web was very hidden and also quite filthy, so it could have been young ones somewhere or a secret eggsack.
Believe me if I had a picture from on top of the spider I would have posted that in this stead. I was not going to disturb the fella either for a photoshoot. Any help is welcome!

Think I solved this one! A female Agelena labyrinthica (labyrinth spider).
