I believe that I have identified this as a Cross Orbweaver spider.
The web is on the outside of my house, and the spider moved from the web to the house siding and slid partway under a clapboard.
I picked up a thin wooden stick off the ground and gently touched the spider partly under the clapboard. The spider immediately came out and onto the web.
I was pleased to get a good photo. I have never seen a spider like this before. It's colorful design is very interesting. I did not harm it.
