I will agree Argiope lobata. Often a wind can pick garden spiders up an carry them a great distance.

Looks like Argiope argentata to me, the markings and pointedness. http://www.scvz.org/images/mike2.jpg The link is a photo of A. argentata in Cabo Verde. What do you think?

I would need to look up both on inatualist, but both are likely found in the region.
With variations the way they are, it is hard to go by any unconfirmed images.
