This is a female Wolf Spider carrying her babies on her body. Most of them are riding with their posteriors sticking up because they’re using their grasping feet to hold onto hairs on her body and legs. If she felt more threatened by you or a dog she might have acted aggressive, with the babies jumping off and scattering. I can’t tell what her species is, the babies are covering her markings.
