It looks to be Leucauge genus orb weaver. An orchard spider, quite harmless.

I’m pretty sure it’s in genus Neriene based on the markings. It’s odd that it’s on a human structure though. I’ve only seen Neriene radiata on trees. https://bugguide.net/node/view/33335 I can easily change the ID of it if you disagree, Dan. I’ve had difficulty photographing Neriene, they move quickly and drop to the ground when they notice me. There are 3 species in Washington: Neriene litigosa , N. radiata, and N. digna.
