Was on a river boat on the St. Croix river. Its got long but skinny legs and a long body. I couldn't really find any photos that look like it, but I imagine its more of a juvenile because it wasn't big but it had the long body I see in garden spiders.

It looks like a long jawed Orb weaver in the genus Tetragnatha…..dont know the species….the spider in the link looks similar to yours …but it was identified to species by examining it under a microscope….they are hard to id to species without that …as they are very variable…I am fairly sure of the genus though
