I think this might be a Four-Spot Orb Weaver (Araneus quadratus), which does not seem to be native to the PNW. Any other thoughts or guesses?

The Four-Spot does look like the Shamrock Orbweaver. Since the Shamrock Orbweaver is found in Canada and Northern US, we go with the odds based on range. This species can be found in several color patterns. The legs are any dark color alternating with any of its possible light colors. It’s interesting in your photo to see that the pedipalps match the legs in colors.
