I have never seen a spider like this before anywhere.

Looks like a fungus on it. Is it in a basement?
Yes, it looks odd because it’s covered in fungus. Welcome to Spider ID. 🙂
Note to admin.: we need a holding bin for fungus ridden spiders.
I can assure you it’s definitely not covered in fungus. That is the actual spiders body.

Ah, there is the name of the fungus for you. I didn’t remember it … google images for Torrubiella pulvinata and you will see many more examples.
