Found on fence, about an inch little bit bigger than an inch. Think a type of yellow and black garden spider need confirmation for safety.

Hi, yes it is a garden spider, also called an orbweaver. There seems to be lots of different markings for the ventral (belly) side of the banded orbweaver, Argiope trifasciata. She’s a really flamboyant critter! The zigzag band of web in the left bottom quadrant of your photo is a thing orbweavers do. I hope this is the confirmation for safety that you wanted. She’s docile (except to males of the species) and will only bite you in self-defense, such as if you press against her and she needs to avoid being squashed.
