This looks very similar to a Sydney funnel web spider. The problem is they're found around Sydney and New South Wales where its warmer. This was found near Ballarat about an hour from Melbourne. It's a cooler climate and I've never heard them coming this far south. The fangs are usually black like the rest of the body. This is either a juvenile or a smaller cousin related to a funnel web is my best guess.
