I'm pretty sure this is an Neoscona crucifera
(Hentz Orb-weaver) it was found in a park in South East Tennessee of The United States. It was about noon. I would say about an inch long. Not near any plants. It has a red color on the sides of the legs.

Hi, yes, she probably is a Neoscona crucifera. Many orbweavers make webs on man-made structures. They use the 90 degree angles as support for their big webs. The webs are for large flying insects, like grasshoppers, that may feed on grass or might be passing through. Noticible plants aren’t necessary. I found many orbweaver webs high up on railings on top of a viewing platform in Florida.
