Hi, welcome to Spider ID. 🙂 Cool find, it looks like you have a male Net-casting Spider, it looks just like the one IDed here as Deinopis subrufa:

I presume the “balls” and “philae” you’re referring to are the pedipalps, when the tips are enlarged (the ball part) that’s indicative of a male spider.
