Hi, she’s an orbweaver type of spider. Spiders seem to like the sides of tires, the black rubber is probably the warmest surface around. With bonus bug roadkill for snacking. The other most likely option is a cross orbweaver, Araneus diadematus. There are other very orange ones posted to this site from Oregon.
