I finally think I recognize it, it might be a juvenile female in genus Steatoda of family Theridiidae. They are collectively called cobweavers. The messy, dusty webs they make are true cobwebs. The markings look like Steatoda borealis. As adults they are blackish brown with gold markings that refract light in a way that looks like the markings glow (like a Maxfield Parrish painting).
