I think its is a banned garden spider, but I don't know much about spiders. also suppose she's female.

It is possible. A. trifasciata has bee introduced to southern Europe and recorded from Portugal to Israel. Another likely candidate is the native Argiope bruennichi which looks very similar.
Yes, it is definitely a female.
