Hard to tell from a photo but this looks a lot like one of the Sheet Web Weavers in the family Linyphiidae. It could also be a Long-jawed Orb Weaver in the family Tetragnathidae. Also possibly a Cobweb Weaver in the family Theridiidae.

Yes, Thwaitesia dangensis is and it does look similar. A way to search the general range of a spider is to search the genus on Wikipedia.
