No. This is Argiope aurantia, a Black and Yellow Garden Spider. Like almost all spiders, it has enough venom to kill its prey, but not enough or the right chemical formulation to be significantly medically harmful to people. They only bite in rare circumstances that generally involve people getting too grabby with the spider.
