Argiope autentia (yellow garden spider)
I think it’s female.
Found in the center of its web, constructed between a cement structure and a wooden telephone pole, approximately at eye level (although the ground was sloping). These structures were at the county waste disposal site, so the spider might have been transported there amidst the cars and garbage that are dropped off. The web appeared to be planar, with an interesting opaque zig-zag line in the center.
The spider’s body was about 0.75 to 1 inch long and, including it’s legs, in the current posture, it was between 2 and 2.5” in length.

This is a black and yellow garden spider. Not dangerous at all.
