I think it could be a Leucauge venusta, although blue was not identified as a color variant for this spider.

Agree, an orchard orb weaver,Leucauge venusta. Female.

Some blue is not an exception for these, seen them with every color mix.( may be lighting here)
Very pretty spiders.
