Sorry, the photo is way too unfocused for a specific ID. Two species of Black Widow are the dangerous spider species where you live. This isn’t a Black Widow. It might be a Cellar Spider in genus Pholcus. They aren’t dangerous at all. They tend to be in that ‘broken umbrella’ pose when they are resting. The one that hangs next to me while I do this is in that position right now. I use a plant mister to put water droplets on its web for hydration.
