My best guess is this is from the Agelenidae Class of spiders, commonly called Funnel-Weave spiders, of which the Grass Spider is on of the more common. Would invite those with more identification experience to give their thoughts. Web was approximately 3 ft across and located about 8 ft above ground in a rocky outcropping of quartz.

I agree this looks like a Funnel Weaver web (Agelenidae).
