I think this might be a pregnant snake-back spider.
We have lots of them in our garden, mostly around a few steps leading from the patio to the lawn. They spend time both on the steps and in the foliage around the steps, but don't seem to spin webs. They move very quickly, and sometimes stop and shake their front antennae very vigorously!
