Is this a recluse?...

My vote is yes, a gravid female (carrying eggs). Desert recluse or Arizona recluse (not the brown recluse because of geographic distance). Different species but still considered a danger if bitten.
This looks like Cellar Spider (Pholcidae) (I’m looking at the spots on the abdomen and the leg ratio). I’m fairly confident this is not a Recluse (Loxosceles) but this image is not terribly detailed so treat it with respect regardless. Compare to: https://bugguide.net/node/view/1187981/bgimage
